Who We Are

History

“Uluchay” Social-Economic Innovation Center is a non-governmental, non-political, non-profit, Sheki – based organization founded in 1995 with a history of delivering effective programs in regions of Azerbaijan.

Mission

The organization's mission is to support the socio-economic development of the Azerbaijan regions. Uluchay’s specific objective is to increase public participation and promote fair debate on critical social, economic, and civil society issues in both Azerbaijan's regional and national forums.

Our Work

Uluchay is working with the support of local and international donors and supporting the socio-economic development of Azerbaijani regions through covering a more comprehensive range of regional issues and target groups, including youth, women, farmers, small and medium enterprises, IDPs, and refugees.

Policy Research

As a policy research center, Uluchay’s work is unique in that we introduce new approaches to social change, including the awareness of economic, social, and cultural rights. We work with grassroots constituencies to help bridge the connection between policy research, activist networks, and social movements.
Where We Work
Uluchay covers all regions of Azerbaijan within its programs and research, but the specific priority is the Sheki-Zagatala and Ganja-Gazakh Economic Regions of Azerbaijan.

The economic development of people living in regions of Azerbaijan is one of the critical priorities of the organization.

Uluchay provides various support mechanisms to the most vulnerable women groups living in regions of Azerbaijan, including legal and psychological aid and business support.

Uluchay is working on broader issues to solve the social problems of vulnerable and marginalized groups in regions of Azerbaijan by providing urgent and needed support.

Uluchay puts great emphasis on civil society development and provides institutional and capacity development support to CSOs in regions of Azerbaijan.

Uluchay covers the public sector reform priorities within its research and projects by providing comprehensive recommendations for decision-makers.

Uluchay has been working on the development and capacity building of young people based in regions for more than 15 years. The organization provides capacity-building, awareness-raising, and other support mechanisms for young people.

Uluchay's work is based on six core program development and research priorities. All programs are developing considering the needs and urgency of support for people living in regions.
